Where is the water coming from?
If nobody can answer this, the quote is a guess. Ask what was measured and what the readings were, not just what was seen.
Short answer: removal is taking the growth out, remediation is the whole controlled process around it — sealing the area, filtering the air, removing what cannot be saved, drying to a reading and dealing with the water that caused it.
Nobody can remove every mold spore from a building, and any company promising that is selling something. What a real job does is take out the material that is growing, clean what stays, dry it and stop the water feeding it. That is remediation.
“Removal” on its own is fine as a word for a small patch on a hard surface with dry material behind it. Once a porous material such as drywall, insulation or a cabinet base is involved, you want the full process, because cleaning the face of something that is wet inside just resets the clock.

Surface growth in shower grout, on a window frame or on a painted hard surface, where the material behind it reads dry and the cause was a one-off, can be cleaned and re-sealed. That is a maintenance task, not a project.
The test is not how it looks. It is what a meter says about the material behind it and whether the same spot has been cleaned before. If it came back, the water never left. A mold inspection settles that in one visit, and bathroom and kitchen mold covers the most common version of this question.
Wet drywall, wet insulation, a swollen cabinet base, growth inside a wall cavity or a smell that carries into other rooms all mean containment. The work area gets sealed and put under negative pressure, the air is filtered, the affected material is bagged and removed, what stays is cleaned, and the space is dried until a meter says it is dry.
That is the scope described on the mold removal page, and it is the same process used for dark growth on long-wet material and for growth after a leak or flooding. In a rental or a business, add scheduling and documentation, which is covered under commercial mold remediation.
